In order to rent a vehicle at Budget, you must have a valid drivers license and a credit/debit card in the same name (or be pre-approved for a cash deposit rental). The credit/debit card must have $350 or your total estimated rental charges plus 20% (whichever is greater) available on it when you pick up the vehicle.
At the time of rental, Budget will check renters' and additional drivers' licenses to ensure that they are valid. If the driving history reveals any of the following issues, Budget is unable to rent:
Invalid, suspended or revoked license;
one or more convictions for reckless driving within 48 months; failure to report/leave scene of accident within 36 months; possession of stolen vehicle or use of a vehicle in a crime; expired license; three or more convictions for moving violations within 24 months (excluding seatbelt violations);
two or more accidents within 36 months
Budget is pleased to accept any debit card with the Mastercard or Visa logo on it. We DO NOT accept prepaid credit cards.
We require an "authorization hold" equal to $350 or your estimated rental charges plus 20%, whichever is greater. When you rent with a debit card, you must have this amount available in the bank account associated with your debit card at the time of rental, and this amount will be "blocked" or unavailable for your use during the entire term of your rental. If you extend your rental, or fail to return the vehicle on time, we will obtain additional authorization on your account, which will further block access to funds in the bank account associated with your debit card. When you return the vehicle, Budget will process your actual rental charges on the next business day. Your bank will then release any difference between our "authorization amount" and the actual rental charges. The time it takes to release this additional authorization depends on your bank and is beyond the control of Budget. USING ANY OTHER METHOD OF PAYMENT UPON RETURNING THE VEHICLE (including cash or other credit/debit cards) WILL DELAY THE RELEASE OF AUTHORIZATION AMOUNTS BY YOUR BANK.
Please also remember that you authorize Budget to charge the debit card presented at the time of rental for any additional charges authorized by your Rental Agreement, including drop charges, unpaid parking tickets or traffic violation tickets, etc. according to the terms of your Rental Agreement. We may charge these amounts on your debit card without obtaining any additional permission from you.
BUDGET ASSUMES NO RESPONSIBILITY FOR ANY BANK CHARGES OR OTHER CHARGES INCURRED BY YOU BECAUSE OF AUTHORIZATION HOLDS BLOCKING ACCESS TO FUNDS IN THE BANK ACCOUNT ASSOCIATED WITH YOUR DEBIT CARD OR CHARGES PLACED ON THE ACCOUNT AS AUTHORIZED BY YOUR RENTAL AGREEMENT.
Budget does not accept prepaid or gift cards for any reason when renting a vehicle.
Passenger vehicles are rented on a 24 hour day. For each 24 hour period that you have the vehicle, one day's rental charges will apply. Cargo vehicles, inlcuding Box Trucks, Cargo Vans & Pickup Trucks are rented on a calendar day basis. You will pay one day's rental charges for each calendar day you have the vehicle.
A 11.1% surcharge is applied to all rentals picked up from the Buffalo Niagara International Airport office. Customers arriving at the airport and picking up their vehicle from satellite offices will also be charged an Airport Facilities Fee.
Minimum Age: 18
Age 18 to 20 - $50 per day surcharge applies. Young adults age 18-20 can rent Economy, Compact & Mid-Size Cars, 12' Cargo Vans and 14' Box Trucks Only.
Age 21 to 24 - $20 per day surcharge applies. Young adults age 21-24 can rent Economy, Compact, Mid-Size & Full Size Cars, Mini-Vans, 12' Cargo Vans and 14' Box Trucks.

Minimum Age for Additional Drivers: 18
Additional driver charges are $3.00 per additional driver, per day. There is no additional driver charge for the Renter's spouse. There is no charge for authorized company personnel driving the vehicle for company business if you are renting on a valid Budget corporate rate only.
In addition to the additional driver surcharge, young adult surcharges will apply for each additional driver age 18-24. Additional drivers must be present at the time of rental and present a valid drivers license.
Budget vehicles may be driven anywhere in the continental U.S. and Canada. Budget vehicles may not be driven into Mexico for any reason.
Cash deposits are accepted. Cash deposits require an application and take 3 business days to process. Contact our office directly for more information. Direct bill requires existing valid Direct Bill account with Budget Rent a Car of Buffalo

Loss Damage Waiver for vehicles with an MSRP of more than $30,000, including Premium Vehicles, Luxury Vehicles, Standard and Full Size Sport Utility Vehicles & Passenger Vans. Loss Damage Waiver (LDW) covers you for physical damage to the rental vehicle provided you do not violate the terms of the Rental Agreement. Purchase of LDW is optional, and we recommend you check with your personal auto insurance or the credit card you will be using to rent to see if you may already have such coverage.

In New York State, the minimum level of insurance is $10,000 for property damage, and $25,000 per person and $50,000 per accident ($50,000 per person / $100,000 accident for death) for personal injury. Supplemental Liability Insurance (SLI) provides you with $1 Million in liability coverage for personal injury and property damage caused by you and any authorized drivers, provided that you do not violate the Rental Agreement. See the Terms & Conditions supplied at the time of rental for additional information. The purchase of SLI is optional and may be declined. We recommend that you check with your personal auto insurance carrier or the credit card you will be using to rent the vehicle to see if you may already have such coverage.
